China is carrying out a policy of strengthening the nation through the strategy of a sound talented person system. Under these circumstances, it is a best choice for colleges and universities to make themselves stronger by upholding the scientific view of human talents. Colleges and universities are in the face of opportunities as well as challenges. The author of the present paper believes that they should bring in new ideas of human talents, uphold scientific view of talent development, hold the principle of Party supervision over personnel resources work, build up the perfect system and mechanism of talent management, with a view to supplying quailed talents and intellectual resources for achieving moderate prosperity in China in an all -round way and improving national economy.
