乡镇政府行政部门的设置,政府工作人员的构成,财政资金的来源等方面对乡镇政府行政成本形成有着重要影响。除了上述内部因素之外,乡镇政府行政成本的形成还受到其他因素的影响。在这些因素中,有的可以避免,有的却难以抗拒。乡镇政府行政成本构成的复杂性决定了解决问题途径的多样性。解决乡镇政府行政成本问题,只有采取综合治理的方法才能取得明显成效,仅靠乡镇政府来降低行政成本,其效果是低微的、有限的。
