对我国综合配套改革试验区的若干思考

Some Thoughts on Test Zone of Coordi-nated Reform

上海浦东新区、天津滨海新区和深圳经济特区作为我国综合配套改革试验区对一些重大的改革开放措施先行先试,将在新时期为全国改革开放起到示范作用。当前这三个试验区的主要任务有:进行政府体制改革、社会管理体制改革、建立创新型社会体制和机制,建立法制社会,建立循环经济,改变城乡二元结构,进行金融体制和土地管理制度改革。这三个试验区能否成功关键在于能否真正落实“选行先试”的有关政策,给这些地区一定的空间。

The coordinated reforms in Tianjin, Shanghai and Shenzhen are conducted under China's new historical situation. The task is glo-rious yet difficult. The main missions are: to undertake government system reform and social management system reforms; to establish creative social systems and mechanisms; to establish a society ruling by law; to build up a recycling economy; to change the dual structure of towns and countryside; to carry out the reform on financial system and land management system. The key point for the success of the reform relies on the implementation of the so called 'being lead, try- ing first' policy, as well as allowing enough freedom in the three cities.
