Breaking Monopolies Needs in the First Place Industrial Analysis

垄断行业包括多种不同行业,情况千差万别。破除垄断必须对每个行业做深入分析。一是对各垄断行业目前的开放准入情况有一个客观的评价;二是对这些行业的技术经济情况做具体分析;三是在目前情况下,每个行业的开放度。只有在此基础上制定有针对性的政策或法规,才能正确地引进竞争,实现公平健康的竞争,放开竞争才具有可操作性。仅仅一般地呼吁放开竞争或“非禁即入”显然是不够的。

The notion of “monopoly” can be referred to the industrial sectors with greatdifferences. A thorough appraisal on each of them is a must to policy-making forremedy. Three points are claimed here as the pre-requisite： First, a balanced and objective evaluation must be done on the current phase of entry-admittance for the industry regarded as “monopoly”; second, a truthful specification of the industry on techno-economic features in real terms must be made; and third, the limit that is allowed to open must be set. Only based on these conditions,appropriate policies and regulations can be possibly made to introduce and to permit the operation of healthy and fair competition. The rhetoric for a general opening-up or allowing unlimited entry at the absence of threshold requirement is tar from enough.
