党的执政方式是特定社会历史条件的产物。中国共产党传统的执政方式是在战争年代和计划经济体制下形成和发展起来的，随着历史和现实条件的变化，其弊端日益显露，严重地影响了党的领导和执政的整体效能。科学执政、民主执政、依法执政既是中国共产党执政经验的概括和总结，又是中国共产党加强执政能力建设的重要目标。新时期改进党的执政方式的基本思路是：增强执政意识，转变执政观念；创建党政关系法律化、制度化的新格局；构建新型的党权制约与监督模式。

Party＇ s governing mode is the result in the given historical condition, and the mode was formed and developed during the war and planned economy system. With the change of historical and social situation, its diseases were disclosed, and which infects the Party＇s lead and governing capacity. So governing scientifically, governing democratically and making suggestions on legislation are both the experience of party＇s governing and the important aim of building up the party＇s governing capacity.
