近年来,“上学难、上学贵”等问题已经成为政府和社会日益关注的焦点。本文从教育外部的角度,即:转变政府职能、建立公共财政、建立积极预防和及时化解的危机管理机制等方面,探讨了解决这个问题的途径和方法。

The problem of difficulties and expensiveness of going to school has become the focus that the government and the society pay more and more attention to in recent years. This article explores approaches and methods of solving this problem from the perspective of factors outside education, that is, transforming functions of the government, setting up the public finance, and establishing a crisis management system of active prevention and timely solution.
