技术性贸易壁垒与认证认可国际互认制度

Technical Barriers to Trade and International Mutual-Recognition of Accreditation

随着国际贸易中关税、配额、许可证等传统贸易调节手段的不断削弱,技术因素对贸易的影响日益明显。文章结合《技术性贸易壁垒协定》,在研究目前国际认证认可互认发展状况的基础上,重点论述了认证认可国际互认制度在削弱技术性贸易壁垒方面的积极性和局限性,提出了改进互认方式、减少壁垒、便利贸易的具体建议。

Since the functions of traditional means, tariffs, quotas and licenses, in international business control are weakening, the technical factor in trade becomes more and more popular. This article firstly studies the Agreement on Technical Barriers to Trade and the present development in international mutual-recognition of certifications. More elaborately, it focuses on the advantages and disadvantages of international mutual-recognition on certifications in moderating the technical barriers to trade. Finally, the author gives her own advisement on varies respects of improving international recognition of certifications, reducing barriers to trade and facilitating the international trade.
