为了进一步贯彻招投标法、价格法,适应我国加入世界贸易组织(WTO)与国际接轨等需要,建设部2003年2月17日批准颁布了国家标准《建设工程工程量清单计价规范》。这一规范的发布实施,是工程造价管理工作面向我国工程建设市场,进行改革的一个新机制。

In order to carry out the bid law, price law further, and meet the need of international standardsing after our country accessed to the WTO Project supervision company, Ministry of Construction sanctioned issuing The norm to valuates the inventory of project amount in construction project of the national standard on February 17,2003 .After this normal issue is implemented, it makes the management of project＇s cost face the construction market of our country, and carry on a new mechanism of the project cost reform.
