论坚持以人为本与实践党的宗旨的统一——兼论高校以人为本问题

On the Unity of Adhering to People Foremost and Practicing the Party's Tenet——Also on the People Foremost in Universities and Colleges

坚持以人为本的发展理念和坚持全心全意为人民服务的宗旨要求,共同的理论基础在于对人的科学认识。以人为本是科学发展观的本质和核心,它把实践党的宗旨与尊重人、依靠人、发展人统一起来,从操作层面指出了为人民服务的根本途径。高校贯彻落实科学发展观,一个重要的切入点就是要牢牢抓住以人为本这个核心,坚持教育以育人为本,以学生为主体;办学以人才为本,以教师为主体,在推动主体素质全面发展的过程中自觉实践为人民服务的宗旨,履行培养高素质人才、建设高水平大学的历史责任。

The common theoretic basis of adhering to the development idea of people foremost and adhering to the tenet of serving the people heat and soul lies in the scientific knowledge of people. People foremost is the essence and core of the scientific development view. It integrates practicing the Party＇ s tenet and respecting people, depending on people and developing people. The essential method to serve the people has been pointed out in the practical level. One of the important starting points of universities and colleges carrying out the scientific development view is grasping its core people foremost. Education takes people training foremost and students should be regarded as the subject. Running a school takes talents foremost and teachers should be regarded as the subject. In the process of improving the subject quality, we consciously practice the tenet of serving the people; fulfill the historic responsibility of training high quality talents and constructing high level university.
