摘要
探讨了环境管制对技术创新的直接影响机制,指出环境管制可以影响到技术创新过程中制度环境方面的不确定性,从而影响技术创新的速度、方向和规模,运用SCP范式分析了环境管制对技术创新的间接影响。
This paper discussed the direct influence mechanism of environmental regulation to technical innovation, pointed out that environmental regulation could affect the uncertainty of system environment in technical innovation process, then it also could affect the velocity,direction and scale of technical innovation. At last, this paper analyzed the indirect influence of environmental regulation to technical innovation by using SCP model.
