高等学校章程是高等学校设置的必要条件,也是推进依法治教和建立现代大学制度的必然要求。近年来,我国开始重视大学章程的制定与研究,但还存在法律效力不明确和缺乏权威性等问题,应给予高度重视,加大改进力度。

Statute is the necessity to set up schools of high education, and it is also the requirement of establishing modern university institution and promoting law-based teaching. In recent years, people start to study and configure university statute in China, but some problem exist, such as the ambiguity of force adeffect and lack of authority. They should be paid much attention to and improved.
