摘要
以尼尔基水利枢纽工程为例,采用Delphi法、层次分析法和模糊理论,从政治、经济、技术、生态环境和风险等多方面,运用系统工程的思想和方法,定性分析与定量分析相结合,对工程方案进行了较全面和客观的评价。
Water resources projects are a very complicated system engineering,and the consequent effect is great and profound.Therefore,synthetic assessment of water resources investment projects is significant.Take Ni'erji Hydraulic Project as an example,based on the system engineering,a full and objective evaluation is performed by use of Delphi,AHP and fuzzy theory from the viewpoint of politics,economy,technology,environment and risks combining qualitative with quantitative methods.
