加强网络道德建设,塑造网络文明,是当前落实社会主义荣辱观的需要。为此,要理解社会主义荣辱观的精神实质,把握网络文化的特征,坚持五个方面的结合——坚持运用和控制相结合,把握塑造网络文明的基础性;“趋利”与“避害”相结合,把握塑造网络文明的主导性;管理与指导相结合,把握网络文明的方向性;教育与服务相结合,把握网络文明的主体性;文明与文化相结合,体现网络文明的渗透性。从而提高落实社会主义荣辱观的实效。
