清乾隆朝时期行政处分制度探析

制度是体现、调整和处理政治领域中各种关系的调节器,处分制度作为其一也不例外。它尤其着重调整统治集团内部的关系,目的则是“以励官职”、“以儆官邪”。清之行政处分制度,在继承明制的基础上,经历了关外、顺治、康熙、雍正朝的演变,迨及乾隆时期得到进一步发展,修定了行政处分法规,制定了行政处分的运作程序,有承袭、有改革、有创立,处于一个基本定型、渐趋完善的阶段。

The system is an adjustor which embodies, adjusts and deals with various relationships in politics field, the Administrative Sanction System also take those rules. It especially adjusts the interior relationships of ruling cliques, the goals are ＂urging the office positions＂ , ＂warning the official not to be evil＂. The Administrative Sanction System of Qing Dynasty, based on system of Ming Dynasty, afterwards experienced the evolution since the outside passes, , Kang Xi dynasty, Yong Zheng dynasty, obtained the further development until Qian Long time, had inherited, reformed and established, was in the stage of being basically finalized its type and gradually perfected. This article uses the full and accurate materials, demonstrated the stipulation of the administrative sanction system in Qian Long dynasty and its operation procedure.
