As one kind of the economic organization form which could effectively promote the region competitive power, the clusters already started to attract high attention from the academic circles, the business circles and government. This article has carried on simple combing to forming principle of the small and medium - sized enterprise clusters competitive advantage, and expounded forming principle from economies of scale , scope economy, transaction expense,social capital and etc.
