In recent years, energy price has kept going up on the world market because of the Iraq war, the consequent lasting instability in the country and the complex Iranian nuclear issue as well. Under the circumstances, Russia, a major exporter of energy, naturally draws wide attention from the world by every action taken. In the begging of 2006, Russia disputed with Ukraine and Georgia over energy price, listed the international energy security in the major topics of the Group-8 while taking the rotating chair of the group, intensified "manipulation" over the Central Asian energy markets, declared the start of the first-phase of the construction of the Taishet-Nakhodka pipeline and got increased respect from the international community as it made a compromise proposal on the solution of Iran nuclear crisis. All this shows that Russia is extending its influences with energy in the hope of gaining more leverage on the international arena, particularly on the Oriental energy markets while giving special priority to cooperation with China.
With the going up of prices on the international energy market, Russia, as a major energy exporting state in the world, wants to increase energy export and to establish a new global energy system in the hope of reshaping its image of a great power in the world. It is an important diplomatic objective of Putin’s government to increase export of energy to some Asian countries like China, Japan, ROK(或R.O.Korea) and India. It is also an important condition for Russia to safeguard its export security and national economic development. Sino-Russia energy cooperation has come to a new stage with the deepening of their strategic partnership despite ups and downs on the way of cooperation.
