An Institution,Structure and Behavior Study on Electronic Government

本文以电子政务技术执行的分析框架为理论基础,探讨了发展电子政务的制约因素,即制度制约源于路径依赖、结构制约源于科层理性、行为制约源于认知刚性。同时,本文指出了超越这些制约因素的途径,即通过虚拟整合实现路径超越、通过构建组织间网络克服科层理性和通过自主学习改善认知模式。

Based on the theoretical process of technology enactment, this paper discusses the restricted factors of electronic government. The sources of the restricted factors are institution which due to path dependence, structure which due to hierarchical rationality, and behavior which due to cognition rigidity. This paper also point out the path to surpass these restricted factors, that is through virtual integrating to realizes path creation, through electing network between organizations to overcome hierarchical rationality, and through self-learning to improve cognition models.
