"The Governmental Malfunctions" and The Environment System Reform——Reflections on the Phenomenon of the Huaihe River

以淮河的治理为切入点,针对环境保护领域中凸显的“政府失灵”问题进行分析,并提出了应对“政府失灵”的环境制度改革措施———环境决策的“综合化”、环境管制的“市场化”和“环境治理的“社会化”。

The ＂governmental malfunctions＂ appearing in the environmental protection field are analyzed based on the harnessing of the Huaihe River. Accordingly the environment system reform measures are proposed to tackle the problem of the ＂governmental malfunctions＂ - the ＂integrated＂ environmental policies, the ＂markefized＂ environmental control and the ＂socialized＂ of environment harnessing.
