As it is the central Party Committee＇s important strategic decision to establish a energy-saving society, higher colleges, as a cradle fostering the talents, propagating and creating knowledge and servicing the society, should display its unique value in the course of implementing this wise strategic decision of the Central Party Committee： Namely educational value, economic value, technical driving value, social culture value. The paper states that the ways to save energy and resource are supposed to include： enhance energy-saving consciousness, saving energy with the help of Hi-tech, saving energy by constructing sound system or by improving management.
