对于政府职能的科学内涵如何、政府职能的本位或法律责任如何、怎样才能充分实现政府职能或者说政府职能的有效运行机制如何等问题,文章认为政府机关及其工作人员若能真正做到完成人民或宪政赋予的历史使命,就必须正确认识、理解和把握政府职能结构及本位的真正内涵或宪政要求,严格控制政府行政职权能动性的作用方向和价值目标,正确行使行政权力,建立高效的政府职能运行机制,树立执政为民的宪政理念和勤勉务实的工作作风,不断提高执政能力和政府工作效率。其中,充分发挥政府职能的积极主动作用是现阶段实现政府职能的关键。

Governmental function and its transformation have remained a buzzword for the political and academic circles and the mass media.However,focuses are on positioning governmental function and limiting its function,which merely stay on a theoretical level.Further exploration should be focused on such issues as the nature of governmental function,the requirements of constitutionalism and the operational mechanisms of government function.In order to fulfill their mission,staff of the machinery of government should understand and grasp the essence of the machinery and nature of the government function, strictly control the orientation and value objective of the dynamic role of the governmental administration,and establish the idea of serving the people and properly exercise administrative power.In particular,it is crucial that the governmental function should act as an active role to fully achieve the goal.
