Anti-poverty Requires the Co-work of Government,Society and the Poor——With the anti-poverty practice in Shaanxi as an example

贫困问题是一个复杂的社会问题。对陕西这样一个贫困面大、贫困人口多、贫困程度深的经济欠发达地区来说,反贫困任务非常艰巨。政府、社会和穷人在反贫困实践中有各自的优势和局限,政府应充分发挥主导作用,社会应积极担起正义和责任,穷人要成为反贫困的主体,发挥决定性力量,充分调动这三方面的力量并建立起有效的联动机制,反贫困事业就会取得新的更大进展。

Poverty problem is a complex social problem.As to Shaanxi,an underdeveloped area,where there exist great poverty area with great number of poor people,together with deep poverty,the anti-poverty task is really great.There are advantages and disadvantages of the govemment,society and the poor in the anti-poverty practice .Govemment should take the leading role,society should take the justice and responsibility, and the poor should be the major power and make full use of this decisive power.The new and great pregress depends on the work and the establishemnt of the effective co-work system of the three aspects.
