商洛贫困的现状是面积大、程度深、返贫率高、脱贫难。贫困的成因主要是因病致贫,因病返贫。说明社会保障制度的缺失既限制了经济社会的发展,更是造成贫困的主要原因之一。对弱势群体的医疗保障作出制度性安排,在广大农村尽快推行合作医疗,在城镇重点解决困难企业职工,灵活就业人员及低保人员的医疗保障,逐步实现全民医保,是反贫困战略的重要组成部分。

The poverty situation of Shangluo is the large poverty area with deep degree,high repoverty-stricken rate and the difficulty in getting rid of it. The main cause of poverty is diseases, which shows the deficiency of social security.This both hinders the social development and become the main cause of poverty.The regulatory arranagement of medical security for the weak group, the popularization of cooperative medical system in rural areas,the help to the workers in cities, adjustment of the employed and the low income medical security,and the gradual realization of medical security for all people are significant parts of the anti-poverty strageties.
