我国土地市场化的区域差异比较

Compare of Regional Difference in Chinese Land Marketization

对2003～2004年我国土地市场化程度的综合测度表明，我国土地市场化程度的区域差异在逐步缩小，且区域分布集中度逐步明显。而影响土地市场化程度的主要因素为土地协议出让和“招拍挂”出让的比例。从地域上看，土地市场化程度受制度安排的约束和影响。提高我国土地市场化程度及消除区域差异的主要措施包括：严格控制新增划拨土地数量，压缩协议出让土地的规模、积极推进存量土地市场化以及处理好区域开发与土地制度建设的关系等。

Carrying out a compositive measurement on the degree of land marketization in China in 2003 and 2004 in the paper, it is found that the regional difference in land marketization is reduced, and the regional convergence is more and more obvious.The influencing factors on degrees of land marketization are mainly the proportions of granting land use fights by private treaty and by invitation of bids, auction or listing. The degree of land marketization has not been evidently affected by regional nature and economic factors. To promote the degree of land marketization and remove regional difference, it is needed to control the amount of new transferred land, minish the scale of granting land use rights by private treaty, advance the marketization of preserved land, and manage well the relation between regional development and construction of land system.
