耕地转用是耕地减少的主要途径,它表现为非农建设占用、生态退耕、农业结构调整3种形式。这种问题的产生受到经济发展因素、社会因素、政策因素的驱动力的影响。最后,提出了严格控制耕地转用的法制措施。

It plays an important role in the cultivated land protection and reasonable collocation of the land to analysis the problem in the cultivated land transfer. The cultivated land transfer was consisted of three forms ： the occupation of non-agricultural construction, the ecological construction and adjustment of agricultural structure, which resulted in the cultivated land-decreasing. Furthermore, the driving force from economic, society and policy greatly affected the emergence of the problem. And finally, the author put forward the legal counterrreasure to strictly control the transfer of the cultivated land.
