分析生态区域建设规划的概念、发展过程和主要内容,对生态区域规划的理论基础与技术方法进行探讨,并以安徽省马鞍山生态市建设规划为例,提出生态区域建设规划的主要步骤、技术方法和实施途径,提出编制规划过程中应注意的问题,为不同生态区域编制建设规划提供原则性指导。生态区域建设规划是区域谋求可持续发展,立足当地资源,在发展经济的同时解决环境污染、生态破坏问题,为经济结构和增长方式的转变而开展的规划。生态区域建设规划在生态经济层面上为产业转型、生态产业构建以及多维发展提供科学指导;在区域生态环境保护层面上创造生态环境要素保护的区域实施方法,提出区域生态环境控制要求;在生态人居层面为城乡人居环境建设提供生态调控战略;在生态文化建设层面促进传统与现代文化的整合与传承,促进决策的科学化。

Based on the study on the concept, evolution and major fields of ecological region development, in this paper the theoretical foundation and technical method of ecological region development planning were discussed, and also, Ma anshan City being taken as an example, the compiling process and method of this kind of planning was analyzed and some keys of the planning was pointed out. Ecological region development planning refers to the sustainable planning of a target region, which is based on the reorientation of economic structure optimization and growth way adjustment. Tne planning would be designed to keep the coordinated development of society, economy and environmental protection, Meanwhile, the plan offers scientific basis for industry transition, ecological industry construction and multidimensional development on the aspect of economy; creates the key environmental elements protection method and propose the control request of the regional ecological environment; offers the strategy of ecological regulation and control for human settlements environmental construction; promotes integration and passing on of traditional and trodern culture on the ecological cultural construction aspect, and the process of scientific decision.
