电子废弃物是对人类有着极大危害,但又具有很高潜在经济价值的物质资源。加强电子废弃物的法律规制,有利于保护环境,合理利用资源,应对贸易壁垒以及建立循环经济产业。我们应当以可持续发展和循环经济理念为指导,通过建立污染防治标准、当事人责任分担、回收处理企业市场准入及公众参与制度等对电子废弃物进行法律规制。

The electro-waste not only causes great dangers to the mankind, but it is also the material resources with very high potential economic value. By strengthening the legal controls on the electro-waste, we can better protect environment, utilize resources rationally, cope with trade barrier and set up the circular economy industry. Therefore, we should take the sustainable development principle and circular economy principle as our guideline, to regulate the electro-waste by setting up the standard of prevention and control pollution and perfecting the system of responsibility, market access and the public participation.
