加快推进核电发展的战略思考

Consideration of accelerating nuclear power development in China

近年来我国经济持续快速增长,为核电发展提供了良好机遇。但由于多种条件限制,我国核电造价高,堆型多,电价缺乏竞争力,关键技术未摆脱外商控制;配套产业发育不足,大型核电设计、咨询、科研实验和攻关的技术能力与水平较弱,有关施工和设备制造的管理经验、组织能力与市场经济要求不相适应。建议有关方面尽快统一对核电发展战略的认识,加强对核电发展规划实施的统一领导与协调,将核电生产纳入市场经济体制,推进核电自主化、国产化,提升核电竞争力,依靠市场降低核电建造成本、发电成本、技术成本,争取在较短时期内使我国核电产业达到一个较高的新水平。

Due to the continuous and rapid economy increment in recent years, nuclear power obtains favorable development opportunities. But there are still many restrictions in China, such as too much cost of nuclear power construction, various nuclear reactor type, uncompetitive electricity price, and much reliable on foreign companies in key technologies. Besides, the correlative industryYs development is inadequate, the technological ability and level of large-scale nuclear power design, consultation, scientific research and experiment are relatively weak, the management experience and ability of builder and facility manufacturer are not fit in with the requirements of market economy system. Several suggestions were proposed that the related authorities uniform the ideas in nuclear power development strategy as possible, strengthen the unite leading and collaborating in applying of nuclear power scheme, bring nuclear power production into market economy system, accelerate the localization and autonomous production of nuclear power, advance the nuclear power＇s competitive ability, reduce the cost of nuclear power construction, electricity generation and technology and promote nuclear power industry in China into a higher level in a shorter time.
