The Restrictive Factors of the Russian Energy Strategy and its Diplomatic Implementation

俄罗斯政府在推行能源外交过程中,受到以下4个方面因素的影响与制约:第一,俄罗斯油气工业本身存在一些结构性问题;第二,俄罗斯政府在管理体制方面存在诸多问题;第三,国际市场能源价格变动对俄罗斯能源出口战略造成直接影响;第四,地缘政治也是掣肘俄罗斯能源外交的重要因素。尽管如此,上述4点绝非致命因素,而且对于这些因素,俄罗斯政府已有充分的估计,并将采取切实的应对措施。

In the process of its energy diplomacy, the Russian government is affected and restrained by four factors: (1) the structural problem of Russian oil industry; (2) the problems of Russian government in management institutions; (3) the direct impact of international energy market price fluctations on the Russian energy export strategy; (4) geopolitics, which is also an important factor restraining Russian energy diplomacy. But they are by no means fatal ones and the Russian government has taken them into full consideration and will adopt practical measures to cope with them.
