对解制型政府治理模式的理性思考

On the Government Administering Mode of Loosening System

解制型政府是政府治理的新范式。其基本内涵是放松政府规制,使政府的活动更具有创造力、效率和效能。其基本内容是接受官僚制的层级节制,主张强化高层决策者和行政文化在管理中的作用,赋予官僚机构更强的决策角色,强调公共利益通过束缚较少的政府来实现。结合我国实际,思考解制型政府治理范式,一方面要变管制行政为服务行政,另一方面要健全社会主义法制,建设社会主义法治国家。

The model of loosening government＇s system is a new mode in the government administration. Its essential connotation is to loosen the government＇s system and to make its activities more creative, more effective and more effectual. The government model takes in the class control of the bureaucracy, advocates the strengthening of the function in the management undertaken by the high decision-maker and executive culture, endows the bureaucracy with the forceful role in making decision, and emphasizes the public benefits realized by restricting less the government. Combining our national condition and referring to the mode of administration in loosening the government＇s system, on one hand, is necessary to make our nation a nomocracy nation through changing administration into a serving one, on the other hand, to perfect our socialistic legal svstem.
