我国现阶段问责制的问题分析

Analysis of the problems of our responsibility-holding system

“问责制”是指对政府及主要负责人的一切行政行为和后果都必须而且能够追究政治责任和道德责任的制度,充分体现了党和政府以人为本、对人民负责的理念,有利于政府的依法行政,是我国建设法治政府的必然要求。监督主体和问责主体缺位、职责不清、缺乏透明性和程序性是目前我国问责制在实际运作过程中存在的主要问题,对这些问题的分析有助于问责制度的逐步成熟和完善。

Responsibility -holding system is a system which can hold the govemmentt and main leaders＇political and moral responsibilities. It embodies the Party＇s and the government＇s idea of humanism and people, It＇s useful for governing by law and necessary for building law - ruled government. The absence of inspecting body and responsibility body, unclear responsibility, lacking the transparency and procedure are the problems existing in the system. Analysis of these problems can make the responsibility - holding system more mature and perfect.
