摘要
一个城市的可持续发展,并不取决于自然资源的多寡,而往往在于人力资本的不断提升,在于城市的人力资源优势。本文从资源型城市的可持续发展出发,通过分析资源型城市的优势劣势,指出资源型城市的可持续发展,应实现自然资源优势到人力资源优势的转化。并进一步对这一转化进行了阶段分析,划分出自然资源优势到人力资源优势转化的四个时期,对比了优势转化的两种不同情形,从中提出了资源型城市实现可持续发展的战略路径。
A city can keep the development not to be decided by the amount of the natural resources, but usually lie in the continuously promote of the human capital, lying in the human resource advantage of the city. This text to set out from sustainable development, and point out that a natural resources city can keep the development and should carry out natural resources advantage to the conversion of the human resource advantage by analysis of advantage and disadvantage. It carried on analysis the stage of conversions, and four periods are divided for this conversion, contrasted two kinds of different situations that advantage convert, and put forward strategic path of sustainable development for a natural resources city.
