摘要
当前,我国农村义务教育教师队伍存在着师资紧缺、流失严重、整体素质偏低等问题。究其原因,主要是相关政策推行过急,配套制度保障不足,义务教育教师的法律地位、待遇缺乏明确规定,教师教育经费投入不足。为有效解决农村义务教育教师队伍建设和发展中存在的问题,应采取有效措施,实行教育公务员制度,健全财政投入保障机制,完善教师队伍建设与管理体制、构建农村教师专业发展的支持体系。
At present, there are problems with our rural compulsory educational teaching team such as shortage of teachers, serious loss of teachers, lower overall quality of the teachers. The major reasons are the rush of practice of relative policies, insufficient guarantee of complete sets of systems, unclearly stipulated legal position and treatment of compulsory educational teachers, insufficient investment of teachers' educational fund. In order to effectively solve the problems with teaching team construction and development of rural compulsory education, we should take effective measures to carry out educational government functionary system, amplify guarantee mechanism of financial support, improve the teaching team construction and management system and construct the supporting system for rural teachers' professional development.
