我国公共政策制定要健全和完善协商民主机制

公共政策制定中有表达自由、表达平等、选择公正三个民主难题,这决定了公共政策的制定需要选择合理的民主决策机制。在各国长期的政治文化交流中,形成了公决机制、谈判机制、协商机制三种典型的民主决策机制。我国选择以协商民主为主的公共政策决策机制,是历史的必然和现实的选择,也是我国社会主义民主政治的基本形式。我们应该从中国共产党党内民主协商制度、人大制度和政治协商制度、政府公共政策制定中的民主协商制度和公民自治制度四个方面,健全和完善以协商民主为主的公共政策决策制度。
