The Internet, a New Carrier of Legal Texts

法律文本必须通过一定的载体,予以记录、固定、公布和贮存。继石碑、铜鼎、叶片和纸张之后,互联网作为法律文本的一种新载体,正以强劲之势扩展着自己的作用空间。互联网与社会的经济、政治、文化因素相结合,将有力地推动法律朝着民主性、国际性、高效性和广容性的方向发展。将互联网作为一种法律文本载体加以利用时,也隐含着一些危机,我们必须采取有效的应对措施:保证法律文本的权威性;重视法律的公布机制;理性地认识法律的功能;确保互联网安全。

Legal texts must pass a certain carrier to be recorded, fixed, announced and stored. Following the stele, copper tripod, leaf and paper, the internet as a new carrier of legal text is a strong tendency to expand the role of its own space. The combination of internet and society＇s economy, politics and cultural element will powerfully promote law towards democratic, international, high efficiency and wide compatibility direction. But, using the internet as a carrier of legal texts also implies some crisis. We must adopt some effective measures as response, i.e. to guarantee legal texts＇ authority; to value law publication mechanism, to rationally understand law function and to ensure internet security.
