社会变迁要求法律文化变迁,和谐社会应是法治社会。建设法治社会不仅要健全法律制度,更重要的是加强法律文化特别是有中国特色社会主义法律文化的建设。必须适应构建和谐社会的经济、政治、文化、社会四位一体发展的需要,大力推进法律观念转变和法律理论的创新,建立法治主义的法律文化。

Social vicissitude requests the vicissitude of law culture, and the harmonious society should be governed by law. To construct a law-governed society, a sound legal system is needed, especially the construction of law culture, to meet the needs of a harmonious society. Therefore, it is necessary to advance the transformation of legal idea and the innovation of legal theory and establish the law culture by the rule of law.
