我国农业大包干的历史回顾及反思

The Historical Review and Reflection on the Agricultural System of Allowing Responsibility to Individuals of Our Country

20多年来,我国农业“大包干”沿着两条基本路径发展:一条是在“大包干”的框架中不断改革完善;另一条路径是跳出“大包干”,寻找“大包干”发展的出路。选择不同路径的地区,农民收入差距不断拉大的现象暴露出“大包干”的内在矛盾及其历史过渡性。农业企业化是“大包干”未来的发展方向,农村土地制度改革是农业企业化的基本前提。

In the past 20 years, the agricultural system of allowing responsibility to individuals of our country has been developing along two basic paths, one is to reform and perfect itself in the frame of the system of allowing responsibility to individuals, the other is to seek the developing outlet by jumping out the system. The phenomenon that farmers＇ income disparity enlarges unceasingly in areas which choose different ways exposes the inherent contradictions and the characteristics of the historical transition of the system of allowing responsibility to the individual. The agricultural commercialization will be the development direction of the system in the future,and the reform of the rural land system should be the premise of the commercialization.
