我国台湾地区私立高等教育法规研究

Studies of Private Higher Education Laws and Regulations in Our Taiwan Zone

台湾地区私立高等教育发展较好,目前私立高校已经占据台湾高校总数的2/3,而且部分私立高校的教学质量也已经不亚于一般公立高校。台湾私立高等教育之所以在台湾高等教育中发挥着重要的作用,其中一个重要的原因就是因为有比较完备的私立高等教育法规来规范和保障私立高校的办学。本文简要介绍了台湾私立高等教育法规的建设历程、现行法规概况与立法程序,并总结了台湾私立高等教育法规的特点。

The private higher education in Taiwan develops well, and the private institutions of higher learning there account for two thirds of the total number of Taiwan universities and colleges. Moreover, the teaching quality of some of the private institutions of higher learning is no worse than the public universities in general. One of the important reasons for the private higher education to play important role in Taiwan higher education is that the private institutions of higher learning are standardized and guaranteed by the private higher education laws and regulations. The paper gives a brief account of the construction process of Taiwan private higher education laws and regulations, the prevailing laws and regulations and legislative procedures, and sums up the characteristics of Taiwan private higher education so as to enable the readers to have a general understanding of Taiwan private higher education laws and regulations.
