该文从多源性、复杂性和现实性这三个方面归纳了操作风险有别于其他类型风险的特点,认为管理操作风险的本质不应仅在于相应资本金数量的拨备,还应在日常经营过程中提前主动地回避和降低风险隐患,做到防患于未然。为此,应树立风险管理的全员责任意识,以自身为管理对象对风险来源作细致、逐一的甄别,整体协作、全面控制操作风险,并加强对风险数据的积累和利用。

With a summary on the distinctive characteristics of operation risks in three aspects： multi-sourcing, complexity and practicability, this paper holds that the essence of managing operation risk not only lies in the provision of a certain amount of capital, but also in taking precautionary measures by avoiding and eliminating hidden risks by taking initiatives in daily work. Therefore, awareness of individual responsibility in risk management should be set up, and a close and one-by-one differentiation must be made on risk sources by taking the individual as the managing objective, so as to realize an integrated coordination and overall control on operation risks. Also, efforts must be strengthened to accumulate and utilize risk data.
