The criminal policy has the obvious utilitarianism implication, and the political nature is its character. In the process of the development of China＇s criminal construction, the criminal policy serves the aims of social stability, economical development and the leadership of the Communist Party of China, but is limited by the principles of the human rights, justice and rule of law.
