Positioning of the Role of Government in the Socialist Harmonious Society

和谐社会中政府角色定位在一般政府角色定位的基础上应有新的界定。政府不再是唯一的公共产品提供主体,并对其他供给主体的供给行为具有一定的责任;政府是包含了经济利益与政治权益在内的社会公正的维护者;政府更需要是生态平衡的保障者;在治理模式上,政府是德法并重的治理者;管理对象的系统性要求政府还应该是和谐管理的践行者。

The role of the govemment in the harmonious society should be determined on the basis of the role of the general govemment, yet with a new breakthrough. The govemment is no longer the only provider of public goods, but shoulders the responsibility for other sources of supply for public goods. The govemment should be the defender of social justice including economic interests and political rights. It should be the guarantor for the protection of ecological balance. In the govemarnce model, the govemment is the govemor with equal emphasis on virtue and law. What＇ s more, because of the systematic nature of management the govemment must also be the practitioner of harmonious management.
