建设社会主义新农村是党的十六届五中全会做出的重大战略部署,是全面建设小康社会的重要一环。农民是建设社会主义新农村的主体,农民素质的高低直接决定着农村经济社会发展的速度与质量。由于历史的与现实的原因,农民整体素质不高,迟滞了社会主义新农村建设的步伐。提高农民素质作为一项重大的社会公益事业,需要各级各部门和社会各阶层的有效配合,广大农民的积极参与,自上而下高度重视农民教育,把农村教育作为当前和今后一项重大的战略工程来抓好抓实。
