On the Value Judgment,Selection Actuality and Effective Selection of Contemporary Governmental Tools

政府工具研究既是当代公共管理学理论研究的新的学科分支,又是当代公共管理实践的新的重大课题。然而,对政府工具选择的研究成果大多仍停留在西方学者的论述上。本文从当代中国的实践出发,围绕着管制工具、经济工具、信息工具这三种主要政府工具选择的价值判断、选择现状及如何有效地进行选择的问题进行了阐述和分析。

Theories of government tools have become a new discipline in the field of public administration, and it has emerged as a new important topic in the public administration practice as well. However, most of the studies on present governmental tools＇ selection sill stay around the theories of the western scholars. This article provides an analysis on the selection of the central contemporary Chinese governmental tools from the aspects of the value judgment, selection actuality and the way to selecting effectively.
