In the process of our eountry＇s administration lawsuit of environment, we should absorb fully the advanced experience of Western eountry, and reform the ＂register system＂ in group lawsuit, encouraging the welfare lawsuit, to perfect the system of group lawsuit in environment administration lawsuit, Which is not used to be applied in practice.
