摘要
在2005年的辽河流域防洪调度实践中,经历了“泄水迎洪、主动防御”,“蓄洪错峰、调控洪水”,“制订预案、确保水库安全”3个阶段。每个阶段都有不同的保护重点,每个调度方案的最终目的都是降低汛期可能产生的大洪水或洪水发生时的压力和风险。本文介绍了辽河流域2005年采取的“全信息动态综合优化预报调度”新方法的风险分析过程。
The operation of flood control in the year 2005 in Liaohe river basin went through three stages: 'water release for flood storage initiative defence ' 'flood storage for staggering flood peak, regulation and controlling flood' , 'formulating scheme in advance, guarantee of reservoir safety'. Every stage has local point of guarantee, the final purpose of every operation scheme is all to reduce the risk of major flood, The paper introduces the analysis of flood control operation risk in Liaohe river basin in the year 2005 with' whole information dynamic comprehensive optimum forecast operation'.
