In order to meet the localization of higher education, the development of regional higher education should be planned, which is based upon its profound philosophical theories as well as the inner development laws and practice of higher education. In the course of studying and planning the development strategy of regional higher education, three principles should be adopted, which are the principle of appropriate advancing, the principle of resources optimization and the principle of characterization.
