西安市城中村改造的难点及对策

On the problems and solution of rebuilding villages in Xi'an City

城中村是我国城市化进程中的一种特殊的现象,目前已经影响到城市环境的整体发展和规划。通过对西安市城中村现状和形成原因的分析,找出城中村存在的种种问题以及城中村改造的难点。借鉴其他城市发展过程中的城中村改造的经验,西安的城中村改造应:城中村土地国有化;政府统一规划,市场主导建设,鼓励农村集体经济组织自行改造;统一建设、成片改造,有计划逐步推进;建立健全社会保障机制。

The existence of villages in cities is a special phenomenon in urbanization of China, which influences the whole development and plan of urban environment. By investigating the current conditions of villages in Xi＇an City, the paper discusses the problems existing in the villages and their rebuilding, and presents the solution to the problems by adopting the rebuilding experiences of other villages in the course of urbanization. The solution includes the following aspects： the land of villages in cities should be nationalized; village rebuilding should be conducted under government＇s unified plans and oriented by market; the collective economic organizations of villagers should be encouraged to rebuild their own villages; the rebuilding should be conducted step by step according to unified construction plans; the social security mechanism for villagers should be established and imoroved.
