中共十六大提出:“二十一世纪头二十年,对我国来说,是一个必须紧紧抓住并且可以大有作为的重要战略机遇期。”20年的战略机遇期,对我国来说是千载难逢的历史契机。我们只有紧紧抓住这次历史难得的机遇,全面落实科学发展观,到2020年实现全面建设小康社会的奋斗目标,中国的和平崛起就会成为不可更改的事实。

The 16^th National Congress of Party of China （CPC） has pointed out, ＂The first two decades of 21^st century is a period of important strategic opportunities, which we must seize tightly and which offers bright prospects. ＂ This 20-year period is an unprecedented juncture throughout the Chinese history. Only when we grasp this golden opportunity and adopt the concept of scientific development can China achieve the objectives of constructing a well-off society in an all-round way by the year 2020. In this way, the peaceful growing-up of China will be the final reality. By the middle of the 21^st century, when China accomplishes modernization, she will become a strong and prosperous country in the East.
