ISO9000 Quality Management Mode （QMM） is a new one that has developed on the basis of the theory and practice of Total Quality Management. ISO9000 QMM is put to use in the management of higher education quality, and it can contribute to the construction of new educational management system and the improvement of the teaching quality and service level of universities. Furthermore, it is the need of improvement of peer competing power of universities.
