摘要
从投入结构来看,山东省R&D经费投入还存在投入强度低于全国平均水平,R&D经费的来源结构、分配结构、使用效果不尽合理等问题,应采取加大政府投入、优化使用结构、提供税收优惠政策、提高使用效果以及建立稳定的经费投入机制等措施进行优化。
As for the investment structure, the funds investment to R＆D in Shandong province is lower than the national average level, and the incompatibility lies in the structure of R＆D funds resources, the assignment structure and the use effect. In this case, we should make our efforts to enlarge the official investment, optimize the outlay structure, grant the revenue preferential policy, enhance the use effect and establish a stable funds investment mechanism.
