高等院校分层发展刍议

The Comment on the Development of the High School Layering

当前在我国高等院校分层发展中凸现出不少问题,主要原因在于我国尚无公认合理的高校分层标准。从宏观层面分析,分层标准制定中有以下不可或缺的因素:师资水平和生源质量是高校分层的人力依据,教育设施、设备的优劣是高校分层的物力依据,教学、科研经费的多寡是高校分层的财力依据。在高校分层过程中,要强化社会评价体系和评价机制在高校分层中的角色扮演,淡化政府主管部门的地位和作用,注重高校自主定位的科学性。

There appears a lot of problems in the development of the higher education division. The reason is mainly that we have not the reasonable standard of the higher education division which can be accepted currently. This paper analyzes the factors that can not be neglected in the establishment of thehigh school layering from the macroscopic level, and emphasizes the different role of the high education,government and the society further.
